How to Legally Fly Drones in China Under 2024 Regulations

Drone flying in China is no longer a "fly as you wish" hobby. With the tightening of civil aviation and public safety laws, operating a drone without following proper legal channels can lead to swift equipment confiscation, heavy fines up to 100,000 RMB, or even administrative detention.

If you are a drone pilot, an aerial photography enthusiast, or a new drone owner in China, here is a complete, step-by-step practical guide to registering your drone, reporting flights, and staying on the right side of the law.

The Core Requirements of China's Drone Regulations

No matter the size of your drone, the new regulations leave no room for loopholes. The core legal requirements include:

• Mandatory Real-Name Registration: Every civil drone—including micro-drones weighing under 250 grams—must undergo official real-name registration.
• Visible Marking: You must print and paste your unique registration QR code (minimum size 2cm x 2cm) onto the drone body.
• The 120-Meter Altitude Limit: For standard flights in allowable zones, the maximum altitude is strictly limited to 120 meters "true height" (the vertical distance to the ground directly below). Taking off from a 100-meter-tall building does not reset this limit; you only have 20 meters of legal altitude left from the rooftop.
• Strict Airspace Division: Airspace is divided into permitted/allowable areas (often marked in blue or green on UOM maps) and controlled/restricted areas (marked in white).

Step-by-Step Guide to Legal Flight Compliance

To legally operate your drone in mainland China, you must complete a multi-step compliance process before spinning up your propellers.

Step 1: Real-Name Registration on the CAAC UOM Platform

First, register your drone on the official Civil Unmanned Aircraft Integrated Management Platform (UOM) run by the Civil Aviation Administration of China (CAAC).

1. Log into the UOM system (website or mobile app).
2. Input your personal identification details and your drone's unique serial number ("one machine, one code" system).
3. Generate your official real-name registration code.
4. Print this registration code/barcode and securely paste it onto your drone's fuselage.

Step 2: Dual Registration via Local Public Security (Police)

In addition to the national UOM registry, you must file your drone details with the local police.

• Visit your local police station or use regional police mini-programs.
• Bring your personal ID, the physical drone (with the printed UOM registration code pasted on it), and purchase receipts or online order screenshots to complete the local filing.
• Special Note for Beijing: Taking a drone into Beijing requires national registration plus specific Beijing police information verification within 3 months of entry.

Step 3: Complete the Free Safety Training and Theory Exam

If you plan to fly in restricted/controlled airspaces (white zones) or higher than 120 meters in allowable zones:

• You must complete the free online civil unmanned aircraft safety training and pass the theoretical exam on the UOM platform.
• Once passed, you will receive an official digital training certificate (valid for two years) which acts as your primary qualification for controlled airspace flight.
• Note: Commercial operators, pilots flying drones weighing over 4kg, or those flying in complex scenarios must obtain a formal CAAC Pilot License and secure third-party liability insurance.

Step 4: Submit Your Flight Application (When Required)

If your flight path falls inside a controlled airspace (white zone) or exceeds 120 meters in altitude, you must apply for flight approval on the UOM platform:

• Timing is Everything: Submit your flight plan on the UOM system before 12:00 PM the day before your flight. Applications submitted after 12:00 PM will be delayed for approval until the day after tomorrow.
• Approval Optimization Tips: To increase your approval rates, try to request an altitude under 100 meters, limit your flight radius to within 200 meters, and keep your requested flight duration under 25 minutes.

Step 5: Check-In and Check-Out (Pre- and Post-Flight Reporting)

Once your flight plan is approved, you are still required to report your activity:

• 1 Hour Before Takeoff: Log onto the UOM platform and click "Takeoff Confirmation" to authorize your active flight telemetry.
• Manufacturer App Sync: Ensure your manufacturer app (such as the DJI Fly App) has its "flight data reporting" features enabled to unlock localized software geofencing.
• Post-Flight: Report your flight completion on the UOM platform immediately after landing. If you experience any flight incidents (such as a crash or flyaway), you must report it within 12 hours.

Airspace Navigation: Blue vs. White Zones

To avoid severe illegal flying penalties, pilots must understand where they are allowed to fly.

• Allowable Airspace (Blue/Green Zones): Under the UOM system, light and micro drones can fly up to 120 meters in these zones without submitting a flight report.
• Controlled Airspace (White Zones): Any flight in these zones—regardless of altitude—requires a theory exam qualification and advance UOM approval.

Warning on Maps: Do not rely solely on your drone manufacturer's mapping system (like the DJI Fly App) to determine if an area is legal. The national UOM system is the final legal authority. An area marked as flyable in your DJI app may be classified as restricted white airspace on the UOM map.

Key Local Differences Across China

Airspace openness varies significantly depending on where you are in China:

• Shenzhen & Guangdong: Widely recognized as very progressive zones. Under recent updates, Guangdong expanded its permitted适飞 (allowable) airspaces to cover 57% of the province, opening suburban green spaces, beaches, and non-core urban parks. Shenzhen's city center has also transitioned large portions from controlled white zones to open blue zones.
• Beijing, Guangzhou, & Foshan: Remain highly restrictive. Beijing behaves as a giant controlled airspace where almost all outdoor flights require pre-approved flight plans. Guangzhou's allowable flight areas remain mostly restricted to distant, remote suburbs.
• Dedicated Flight Spaces: If you are in Shenzhen, you can visit the Shenzhen Central Park E-Zone, a dedicated, free-to-use drone flight testing park open daily from 09:00 to 21:00 (requires advanced booking via WeChat).

Major Pitfalls and Warnings

• Rapid Police Intervention: Do not risk "black flying" (unregistered or unapproved flights). Modern police departments utilize active radar monitoring. Unapproved flights in restricted areas are often detected rapidly, with police arriving at the pilot's takeoff location within 10 to 15 minutes.
• RID Modules and Firmware Updates: Keep your drone's firmware updated. Older drone models must be upgraded or retrofitted with RID (Remote Identification) broadcast tracking modules to avoid being locked out of flight systems.
• Night Flying: If you are performing a legal night flight in an allowable zone, ensure your drone's navigation lights (航行灯) are active.
• Strict Penalties: Violations carry heavy fines. Operating without registration can lead to fines up to 20,000 RMB, while entering restricted airspace illegally can lead to equipment confiscation, fines up to 100,000 RMB, or up to 15 days of police detention.

Always double-check your current local airspace status on the UOM system before turning on your remote controller. Happy and safe flying!
